The first phase of the rehabilitation of the Mt. Vernon Manor apartments included seventy-five largely vacant and dilapidated scattered-site rental apartments in the Mantua neighborhood in Philadelphia. The development comprises nine properties in walk-up style apartments that are in one, two, and three-bedroom configurations.

Upgrades reused existing foundation systems, exterior walls, flooring systems and roof structures and included an extensive list of improvements targeting the site, individual units, and common areas. 2,400 SF of ground-level space in one of the properties was configured for on-site management and maintenance office with storage space, common laundry facilities, a supportive services coordinator office, and community room. Ten units have street level entrances to ensure easier accessibility for aging and disabled residents, and two apartments are equipped with devices for hearing and visually impaired residents.
